Resolution 26-1505 places a development agreement for the former University Inn property before Ann Arbor's City Council. The record does not show completed construction or apartment occupancy.

The proposal sits next to the Trader Joe's shopping complex at 2424 E. Stadium Blvd. It appeared on the City Council agenda as CA-4 under the name University Inn Ann Arbor Development Agreement. The City Council agenda identifies the site and agreement, but does not confirm a later building permit, construction start or project completion.

Stadium Investors 1 LLC is involved in the agreement. The entity is affiliated with Beztak, a developer based in Farmington Hills. The agreement sets public infrastructure, access and site requirements for the former University Inn property near the split of Stadium Boulevard and Washtenaw Avenue.

This is a redevelopment of an existing commercial and motel site. It is not a new stand-alone tract.

The property formerly included the 1950s-era University Inn, surrounding commercial buildings and the Journey of Faith Christian Church. Project material says those structures have been demolished, leaving the site prepared for the planned residential development.

Ann Arbor's Planning Commission approved the site plan by a 6-0 vote in July, according to the underlying project account. That vote addressed the proposed layout and unit count. The separate City Council action concerns the development agreement, including infrastructure, access and public-benefit obligations.

The site plan calls for 295 apartments in a six-story building. Three three-story townhome buildings would add 12 apartments. The proposal therefore totals 307 apartments across several acres at the Stadium Boulevard address.

Plans include underground automobile parking and ground-level bicycle parking. The development is designed to provide 417 automobile parking spaces and 156 bicycle parking spaces. Those requirements would be set before any apartments are built.

Architect John Myefski previously said the design was guided by National Green Building Standard principles, with an emphasis on design efficiency and locally sourced building materials. The proposed apartments would be all-electric, using heat pumps for heating and cooling. A backup diesel generator is also included in the plans.

The agreement reaches beyond the buildings. It provides public easements for a water main and solid waste collection. It also specifies the driveway configuration and requires frontage improvements along Stadium Boulevard.

One condition concerns an existing crosswalk. The developer must prepare it for accessible pedestrian signalization, linking the private redevelopment to public access between the surrounding commercial area and the roadway.

Stadium Investors 1 LLC must contribute more than $177,000 to the City of Ann Arbor for improvements at nearby Manchester, Lockett, Scheffler and Buhr parks. The available project material does not identify which individual improvements the contribution will fund.

That payment gives the city a defined obligation to track. The agreement also sets requirements for the water and waste easements, driveway work, Stadium Boulevard frontage and crosswalk preparation.

Two separate municipal reviews are involved. The Ann Arbor Planning Commission handled the site-plan action, while the Ann Arbor City Council considered the development agreement. Neither step shows that 307 apartments have opened or that construction is complete.

Farmington Hills enters the record only as the developer's stated base. The project itself is entirely in Ann Arbor. The Trader Joe's reference identifies the surrounding commercial area, while the project address remains 2424 E. Stadium Boulevard.

The verified record establishes a framework for the proposed residential redevelopment, with conditions tied to transportation, utilities and parks. The cited City Council record does not confirm subsequent permitting, construction activity or additional municipal approvals.
