Farmington Planning Commission okays Blue Hat plans

With one more step to complete, Blue Hat Coffee on Monday moved closer to occupying the first floor of downtown Farmington’s Masonic Hall.

Planning commissioners unanimously approved the final site plan for the coffee shop, which owners Phillip and Catherine Jewell currently operate in a historic Coldwater building. They will rent the space from the Masonic Temple Association, which negotiated some final details with city staff.

City council members last month approved a site plan, leaving open the Dumpster location and negotiations over the care and maintenance of an agreement that allows public parking in the Masonic Hall lot.

In the revised Planned Unit Development (PUD) agreement, which council members must approve, the Dumpster will remain in the parking lot but moved farther away from residences on the north side of Oakland Street. The city will also waive a requirement for a concrete pad under the bin, which will be enclosed.

The parking lot agreement, slated to expire in 2021, may shift responsibility for snow removal to the Blue Hat owners, while the city will handle striping and paving. Economic and Community Development Director Kevin Christiansen said those details are still being negotiated through the city manager’s office.
